That's because that IP address is a private IP address, it cannot be reached from the internet.

It's strange that this is listed in a public dns server.

Yes, I actually use VPN to access it, but it does not work still, but when I connect my vodafone ziggo network in a frends house it works.

If not, maybe the settings are not the same, DNS or Default GW?

Otherwise I see no reason it shouldn't work.

It is the same PC, KPN network vs say vodafone hotspot/ziggo wifi, any cafe wifi. I have tried multiple times, only it does not work on KPN home wifi. Blocks my ease to work from home.

Maybe if you disable IPv6 in the modem or on the PC will get it working.
