Hi! Does KPN have wireless WiFi router in offer? It’s not possible to connect by the cable in my flat.

You can only take a subscription on KPN (and T-mobile, BudgetThuis, Tele2, etc.) if you have one of these connections. If not then it is not possible.
If you have this one below Cable (dependent on your region) Ziggo, Delta, Caiway or other is possible. (don't look at the brand on it)
KPN has no 4G only subscription for a mifi router. T-mobile is the only Dutch provider which has such a subscription.
