Does anyone know how active the subtitles in English?

That is not available exept on BBC. Teletekst 888.

Stations only have subtitles in the language for the countries they transmit for.

Alleen de BBC noemt teletekst Ceefax. Bij ITV (Engelse commerciële zender) heette het Oracle.

Hello @Juliandr1992, KPN does not provide English subtitles for the Dutch channels. 
You can only activate it when watching BBC and then using Ceefax page 888.
