Problem with transfering e-sim to new iPhone 15 Pro Max

Hello, I’m trying to transfer my esim from iPhone 13 to iPhone 15 pro max. My old phone does not receive a message with a code to transfer esim and it says “ device is not compatible “. How can I solve this problem? I don’t have a QR code and the sms code is not being delivered to my old phone. Transfer through putting devices close to each other does not work as well.
