When should I activate my KPN US data package, before or when I arrive? I have the VSCAN 10 ON code. is it ok to activate it before I leave the Netherlands?

It's best to do it before you leave the Netherlands so it will work immediately after landing.
The correct code to sms to 1266 is: VSCAN 10 AAN

Also it's advisable to do this (translated from Dutch):

Adjust the protectionlimit

If you want to lower the protectionlimit to 0 euros, you can do so by: SMS bescherming aan to 1266

This sets the limit to 0,- and you will not be able to use mobile internet outside the EU until you turn the limit back on yourself (protection off to 1266) or activate a favorable Extra foreign bundle.
