Can't call certain numbers even with call credit

I’m having a strange issue where even though I have more than 30 minutes of call credit, I am unable to call certain number(s). When I try, I get a recorded message: “U kunt momenteel niet bellen, als u wilt opwaarden, toets 1244”. I tried the same number on different days and in different locations, but the same happens. However, I am able to call other numbers with no problem. All numbers called are local Dutch numbers.

Thank you for your reply. It is indeed a 088 number, but I have not had any “bonustegoed” for a whole year. I have been purchasing the internet and call bundles for at least 10+ months.
