Do the phones I buy at KPN come with unlocked sim?

Will I be able to use any sim card with a Samsung from KPN after or during my contract? Specifically I would want to use a Russian and Latvian sim card when I will leave Netherlands.

If not, what is the process to make the phone usable with any sim card?

Yes, the Sim is unlocked. You can use other simcards.
