KPN Fiber: availability on my current adres unclear

Also, I live in an apartment, and this apartment is managed by gemeente, BUT we already have Internet from KPN, as I said earlier, we have a double copper KPN network, we have 5 floors in our house, and the Internet located on the ground floor, like we only have 200\60 on 5 floors, since our building is registered as an office, the question is what is the chance that they will install fiber optics when it becomes available considering that we are currently using KPN, and do you need an agreement from all residents in this case? Or will it be much easier in this case and they will install fiber optics for us? Why does the website now write differently than it did before?
