Can I get a SIM only subscription as a Ukrainian citizens (without residence permit)?

Hi !

I want to get monthly SIM-only subscription, but I was refused for not having Dutch ID.

I only have Ukrainian passport, BRP extract, and IND sticker in passport:

I was refused to get monthly subscription cause I don’t have EU/EEA/Dutch ID or Residence permit, but actually I have, a job, a bank account, an address and I can’t get subscription ?

Hi ​@Yurii-Ukr I don't know if you are still searching for a subscription but the situation has changed: 

For people from Ukraine, it is possible to place an order for a KPN Sim Only subscription in the store. It is also possible to purchase a mobile device with device credit. The maximum price for the device is €500. The device must also be available from the store’s stock.

Individuals with a Ukrainian identity document who can show an IND sticker are allowed to take out a mobile subscription. At this time, this is only possible in the store.

It is also important to know that you must be 18 years or older, and you must have a SEPA IBAN account.

Admin: 19-9-2025. Changed best answer because of changing circumstances .

Hello ​@Yurii-Ukr, i am really sorry but for a subscription is a document such as a EU/EEA/Dutch ID or Residence permit needed. For now the only possibility is a prepaid.

Sorry, but prepaid doesn't fit my needs cause it have a lot of limitations and I can't use SEPA direct debit which is convenient. Sadly I will have to

use another service provider...

Hello ​@Remco van KPN. I have a question from a friend in the same circumstance as Yurii-Ukr. When you say “The maximum price for the device is €500”, do you mean that no more than €500 can be on credit, or that only phones under €500 can be bought on credit, no matter what amount is payed right away and what is on credit? So then it would not be possible to buy a €750 phone by paying, for example, €600 in advance and leaving €150 on device credit?

Hello ​@AlexAlexAlexAlex, your friend can get a phone with a maximum value of €500,00. It is not possible to acquire a phone with a higher value and pay a higher amount in advance.
