Port forwarding doesn’t open ports

I have a KPN Box 12 and set up a reserved IP on my PC to keep it from changing.
In the router's port forwarding settings at mijnmodem.kpn, I opened a port for this reserved IP.

However, I couldn't connect to it at all.
I tried a telnet test to see if something was wrong and I got an error saying it couldn't connect. Also, when I run a netstat, I can see that nothing is listening on the port I opened. Has anyone else had this issue? It looks like the port forwarding in the router settings doesn't do anything.

If netstat shows nothing listening then that's the problem, not the portforwarding.

The service which listens on that port should be running first.

Did you manage to resolve the issue yet? Did you try using an alternative port for the application?

No, I wasn't able to resolve it. I tried using multiple different ports through the port forwarding interface but couldn't connect to any of them.

If there is no service running on the device you forward the port to then it shows the port closed from the internet.

Is there a service running on the port you forward to and is it reachable from the internal netwerk?
