Cannot call, receive calls from abroad at the moment

Two problems, main is I cannot call or receive calls when abroad. Cannot contact customer service because they can't call me and I cannot call them. I have another local sim and I can call no problem but cannot call outside of the country. 

Call barring is Off, roaming is on. I'm connected and can receive an sms that I have a voicemail. 

Help? Chat bot is useless if it can't put me to chat with a kpn person.
