I am being charged for scam calls which I haven't received

During my holidays (Outside EU), I received a couple of calls from different numbers with +43 country code. I picked up two of them for a second and they hung up. I didn't pick up again but they called more from different numbers.

Now I have my invoice and I see that there are many many calls from +43 which I don't see on my phone, which I haven't even received. All are from different numbers, and it looks like I talked for minutes which I didn't.

KPN is charging me 40 euros for this. For the calls that I haven't received and I haven't picked up. I called the customer service and they are refusing to even analyze the issue. The answer I got is that it is not possible for a call to end up in an invoice if I haven't picked up. They offered me 15 euros. I rejected.

Anyone else experienced this issue?

If the voicemail is not deactivated, unanswered calls go to voicemail, you should pay twices, for calls from Austria to the Netherlands (maby free because EU) and from the Netherlands to the country of your vacation.

I don't think this is the case because I don't see missed calls on my phone app. Plus I didn't receive any voice message.

If you did not have mobile coverage at this time, you also did not get a missed call notification. If the caller only listened to your welcome message and did not speak in, you also did not receive voicemail messages

Did you check the image I posted? I'm posting it here again. The green column is the duration of the call. 5 minutes, 4 minutes of many calls. If the caller didn't speak and I did'n receive a message, how do you explain that I am getting a bill for 5 minutes talk? What makes it 1 minute, or 3 or 5 minutes?

He can only listen to you welcome message en put some phone keys to not interrupt the call. Give me your number and i can make you pay for a call for many hours.

Oh really? This is horrible. I'm lucky that they kept it short then. There is no time limit then? I disabled the service now. Thanks. It is funny that Kpn customer service wasn't able to explain this to me because I would think that Kpn knows about this "vulnerability" but they are just fine about it.
