Are the green glasvezel cables KPN cables?

Hallo, I noticed that optical fiber (glasvezel) cables have been placed in all my street in Leiden (Zeemanlaan). Unfortunately KPN netwerk does not recognise that those are their cables. I am wondering if anyone here can confirm that and/or recognise from which company they are.
