Subscription without IBAN

Greetings 👋

I am currently in the middle of the relocation process to the Netherlands from Russia. One of the issues I have to solve is the internet connection in the apartment I rent. Due to my work, it is critical for me to have internet from the first days of my residency. 

The problem is that Russian banks don't use IBAN as far as I know. Because of that, I can't make a standard subscription request. 😞

I tried to open an account in online banks like bunq. But it seems they also don’t work properly in my current region.

Is there any option for me to arrange the connection making the first payment from a bank account that doesn’t have IBAN?
