Can I put a limit on both calling and internet usage while abroad?

Hello, 

I am abroad especially in Turkiye and I would like to put a limit to the calling both receiving and making so not to be overcharged.Also I would like to put a limit to the internet usage.How can I do this?could you please advise me? I cannot call or receive calls as I am abroad.It regards the phone finishing in 08.
