I want to order a sim only plan but I received email from KPN said I have unpaid invoice from other provider, however I haven’t made any contact with any providers because I just arrived at Netherlands for 5 days!

That's strange: just arrived, but you have received a rejection on your request for a subscription. 
In the e-mail that you have received, there is also information about what to do: what does the e-mail says: contact KPN or Preventel? 

I think that it's a good idea that you contact our Customer Service, so that they can put you through to our administration (the specific department is called in Dutch “Klantacceptatie”). This department can check the rejection.

Monday, Tuesday and Wednesday from 8:00 uur til 18:00 
Thursday and Friday from 8:00 uur til 21:00 
Saturday from 9:00 til 17:00
