Waarom kan ik met een buitenlands ID de Samsung Galaxy S25 niet bestellen?

I recently tried to order a new mobile contract with KPN for the Galaxy S25, but I’ve run into an issue that has left me both disappointed and confused.

Here’s what happened:

  • I placed the order online without any problems, and delivery was scheduled within a few days.

  • When the driver arrived, he scanned my RDW-issued driving licence. At that point, he informed me he could not hand over the phone because one of the numbers contained a “70.” 

  • Although I found his explanation completely bizarre, I wasn’t in a rush, so I decided to call support. The support team was very polite and tried to help. They told me they had never seen this issue before, but we would try again once the phone returned to the warehouse.

  • After two days, I received a follow-up call. Over the phone, we attempted to re-order the subscription several, but kept encountering the same error:
    “It is not possible to order this subscription with the selected user credit.”

  • At one point, it seemed like I could do this on my own laptop however after hitting the final confirmation, I received the same message as before.

After looking around online, I found forum discussions suggesting that KPN does not grant credit above €500 to customers without Dutch-issued IDs. When I called support again, this was finally confirmed. Despite being an EU passport holder with a legal RDW-issued Dutch driving licence, I cannot take a phone with KPN with more than 500 euro credit.

This raises some questions:

  • Why was my driving licence rejected during delivery (as it is Dutch-issued)?

  • Why can I commit to a two-year home internet contract with KPN (€70/month), but a €43.50 phone subscription is considered too risky?

  • As an existing customer (with home internet already in my name, and my Dutch wife also a KPN mobile customer), why am I being excluded from this?

I find this policy very unclear and frankly frustrating. Whatever the internal KPN policies are around issuing credit, it feels like a very grey area, particularly to impose them on EU citizens who do not need Dutch-issued IDs to live and work here.

Bij je telefoon abonnement gaat het (gedeeltelijk) om een lening. Daar word hier in Nederland zorgvuldig mee omgegaan. En terecht.

Je thuis abonnement is geen lening. Als je daarbij stopt met betalen, dan sluit KPN je gewoon af. Het risico voor KPN is daarbij dus klein.

Blijkbaar is de regels voor een phone lening bij KPN meer zorgvuldig dan een hypotheek.

 

Ik begrijp en ga ermee akkoord dat hier zorgvuldig mee moet worden omgegaan, maar dit heb ik nog nooit eerder gehad. Zelfs dan, ik vind het heel raar en vervelend dat mijn rijbewijs niet geldig was voor de bezorging.

That's really unfortunate Jack. As indicated there is a difference between a regular subscription and the financing of a phone like the Samsung S25. The financing of a phone is subject to different rules and regulations. I'm really sorry but I don't have the authority to change these procedures. 

I hope you found an alternative option.
