I cannot login to a certain IP, how do I whitelist it?

That's because that IP address is a private IP address, it cannot be reached from the internet.

It is the same PC, KPN network vs say vodafone hotspot/ziggo wifi, any cafe wifi. I have tried multiple times, only it does not work on KPN home wifi. Blocks my ease to work from home.

Maybe if you disable IPv6 in the modem or on the PC will get it working.
